Rhode Island issues marriage licenses via City/Town Clerks. If both the bride and groom are from Rhode Island, the couple should obtain their marriage license in the city or town that the bride resides in. If the bride is not a resident, then the couple should obtain their marriage license in the city or town where the groom resides. If both the bride and groom are NOT from Rhode Island, the couple should obtain their marriage license in the city or town that they plan to marry in.
